This will be complicated to explain but honestly, worth it.
Okay, so seperate the server into 5 tiers?
that means 5 tiers of armour and weapons.
How does this work?
Tier 1 is starting monsters..
This can be yaks, rock crabs, etc. low level monsters.
These drop low level armours and weapons (dragon and 1 above as rare)
Now to get to tier 2 monsters, you need to kill a certain number of tier 1 monsters..
Like a checklist?
Kill 50 yaks, kill 50 rock crabs. boom, can now go to tier 2.
And it goes on like that.
tier 5 monsters are hard to kill, very grindy for drops, but their drops are relatively good. NOT OP DROPS.
You need to kill certain amounts of tier 5 monsters to unlock different OP BOSSES THAT DROP OP WEAPONS AND ARMOUR.
This means that although you may have tier 5 armours and stuff, and hit better than everyone below tier 5, there's still a lot left to do in order to hit even better.
for example, bosses that drop OP customs, require a certain tier 5 monster to be killed 150 times, before you're even able to teleport there.
Tiers can be seperated into different areas. so tier 1 can have a few areas of monsters that each have a seperate killcount, which collects to unlock areas.
around tier 2 i'd say can start unlocking common boss teleports. such as unlocking the raid teleport, dominion, pets, etc..
bosses that dont drop majorly OP items.
Now, as I saw earlier in chat. There should be a sink well for the lower tier'd items where you can collect points for a shop.
In the shop will just be purely cosmetic items, so the only way to get OP gear is to actually kill OP bosses.
